PPNA supports TOPA because it can prevent displacement, empower renters, and advance community ownership. We want to see a strong TOPA policy that applies to all buildings - including all 1-4 unit buildings - and allows tenants to sell their rights. While TOPA isn't a silver bullet, we see it as an important tool for advancing housing justice in our community.
